If it is GPL (as the "license" file says), and it is contributed by
someone, why doesn't it specify who are the contributors? From what I
know about GPL, it should provide a list of all people who contributed
anything.

No. As far as I know, only original BSD license has this kind of silly rule.
If software under a different license provides a list of authors, it is mostly
only for acknowledgement or copyright management, and nothing else.
